Mac OS X--Update?
I'm using OS X 10.2.8. Do I need to get a higher version to stay functional?

I've seen a lot of software that requires 10.3 or higher. I'm at 10.3.9. I'm hesitant to plop down money for an upgrade as long as what I have works.

Yeah, it depends on what you need and what hardware you're using as to whether or not you should upgrade to the latest version of OS X (10.4 aka Tiger).

ability to open a flavor of MP4 would likely be tied to the version of Quicktime you have, which may not be updateable to a newer version if you haven't upgraded the OS... so it's possible you'd need to upgrade the OS to upgrade QT to open the file... and the configuration of your system (processor, amount of RAM etc) may be a factor in whether you can make the upgrade of the OS. older G3's and G4's might technically be able to run OS X 10.4 but it might not be the quality of experience you'd desire.

I use Tiger at work, it's a nice step up from Panther. Spotlight is powerful, though a little bit counter-intuitive. iDisk volumes mount much quicker, if you have a .mac account and use it to transfer files (we have a work iDisk for just such use, works great and saves mucho time and money). I understand Font Book is much better and more powerful, don't have much personal knowledge about that.
But Dave is probably right: you need a newer QuickTime, or even QT Pro, to play an MP4. Just my hunch.
