Safe or hostile?

Is Command line utility safe or hostile? It asks for permission to contact IP-address 207.46.236.28 (Spynet2.microsoft.com) so I've permitted it, but now I wonder if that's a mistake.

Anders;
That IP belongs to Microsoft, and the destination is the website they have setup to collect details about spyware found on Microsoft powered computers that are using Microsoft (formerly Giant) AntiSpyware or Windows Defender.

This was a safe choice you made, and you did the right thing by sharing information about all the spyware that was found on your computer with the rest of the spyware fighting community, worldwide.

Now, about what it found on your computer...
