Depends on what kind of a Newsletter you want to publish. But, a standard WordProcessor program, such as MS Word, will probably do what you want.

I have always used Page Plus - the latest is v11 but there are free editions (I think v7 or v8) which can later be upgraded if they are found suitable. Have a look at serif.com - I think the free stuff is on freeserif.com

If you're using MS Works, there's a newsletter program built into it in different column formats.

I think The Print Shop still does newsletters. It did when I was working on it, and I don't think they've removed anything from it.

I use Publisher, and find it easy to manipulate.
