New Window Size

When I open a new window, it doesn't open full screen. I have to maximize it. This just started happening. Normally a new window opens maximized. I had this problem once before but can't remember how I fixed it. I think I have to manually drag the boarders to fill the screen but I can't remember how to keep it defaulted that way.
Can nyone help ? ? ?

Set the size and position the way you want it, then exit the window or program normally. Next time you open it, it "should" open with the same size and position as the last time.
