Personal settings file in Win 2000

Looking for the file name for personal settings. I have a picture that comes up while booting up and shutting down that I would like to remove. It is not the desk top wallpaper picture but the one that shows just before the desk top picture shows up. I believe it is in the personal settings because when I log on as a different user the picture is not there. Thanks
