Bill,
I used Microangelo 5.5, which makes things easier, but as far as I know, Windows will recognize any .bmp file of around 32x32 pixels in size as an icon. So 'MS Paint', 'Pixia', or a lot of other graphic programs can be used. In fact, I used to use them, and also 'Irfanview' which will convert many other formats to .bmp and .ico.
