Turning on cookies?

How do you turn cooies on & off. I went into control panel and clicked on advanced and scrolled down to see if I could find cookies and they are not listed. Any help is appreciated.

In Internet Explorer, go to Tools-Internet Options-Security-Internet-Custom Level. Scroll down to Cookies and you can enable/disable them there.

And in NS, it's Edit/Preferences/Advanced.
