Is there such a thing available that will play a cassette tape or cd at a lower key without changing the speed, etc ? Thanks---Bill Myrick.

There are a few 'variable pitch' CD players mentioned on this site.
Here's another model.

Most 4-track cassette portastudios had a pitch/tempo control, but I've never heard of anyone with pitch only,- since pitching a cassette is a purely mechanical operation you probably can't have one without the other.

I use Tascam's CD-GT1 (almost everyday). It's a good one but for CD's only.

I use BestPractice. It's a GPL (freeware) program for PC. You can change the tempo without changing pitch, change pitch without changing tempo (to correct for for those quaint people who like to record out of standard tune) or change both at once.

On the PC, Winamp (a free player) has a plug-in called Pacemaker (also free) that will do this. Another useful and free plug-in for Winamp is Loopmaster. It will let you define and repeat a segment of a track.
