Are delay and echo the same thing? If not, what is the same as echo?

If my memory serves correct (and I'm probably not to spec on this so bear with me) reverb is typically an "echo" of less than 30 milliseconds delay whereas an "echo" is a delay of 50 milliseconds or more. I believe that they put "echo suppressors" on the old "leased line" phone lines when the echo got to be greater than 50 mSec 'cause it got to be annoying.
Any phone phreaks with better data feel free to correct me.
