Volume knob problem?

Volume knob problem?
I've noticed a possible volume knob problem on one of my guitars.
You know how when the volume knob is open and the amp is on, you'll hear the loud "crashing" type noise when the jack of the cord is plugged into the guitar?
I usually keep my volume knobs off, so as I turn on the amp, and plug in the cord, I don't hear that.
However, I have a guitar that even though the volume knob is turned off (all the way), I can still hear the "crashing" noise as the cord is plugged into the jack. I can also hear that the amp is "on" when this guitar's volume knob is turned off. Normally, I don't hear anything out of the amp's speaker when the volume knob is off.
Could something be electronically wrong with the guitar? And, if so, is it an easy fix?

I would check for a defective pot.
Or possibly the volumne/tone control wireing not correct.
