I can't help you with specs, but all the Heppner speakers I've come across were cheap, stamped-steel framed models, with the simple plug magnet construction. They wouldn't handle much power, and didn't have the clarity of even the old Utahs and Jensens, let alone something like a JBL or EV. They were popular for use in console stereos (remember them?), and they were also used for a short while in the Hammond-Leslie tone cabinets.
In short, I wouldn't recommend them for steel guitar use.
