Evans FET FX loop

I can plug my steel straight into the effects return on the back of my Evans FET 500 Custom and get a full size signal. It definitely cuts the front panel controls out (except for the Sensitivity control). And it is the same regardless of whether I plug into the send or receive jack. How can this be? This is an un-preamped signal. How can it have this much level?

I'm gonna bump this and try to describe this better than the above lousy attempt.
I was trying my Pod in the front of the Evans and then in the back insert. I wanted to see how much preamp boost I was getting from the Pod so for comparison I bypassed the Pod and went straight from steel to Amp In (effects return). And although there was a considerable difference in tone there was no discernable difference in level. It was just as loud as if I were plugged into the Pod or into the front, but without some hiss that I get from the front end of the Evans. I'd sure like to understand this because it goes against what I thought I knew. I guess there's just another stage of boost, post-eq, before the amp section?
