If the needle on your Boss TU-12H waivers when you try to tune it is most likely a broken solder joint on the under side of the PC board where the input connector is attached to the board. There are three pinI connections per input, and they come loose from the constant wear of putting the cord into the meter. Just resolder the pins and your back in business. I'll bet many people throw these $80.00 units out when the needle
