The allen screw somehow got loose in the brass collar on the shaft of the pot.I took the cord off to tighten the allen screw now i cant get it back on right.im at half pedal
before i get any volume or im at full volume
with the pedal off.I have been fightin this thing for a week,i need some help.

Check the Carter site as they have the Jeff Newman article on replacing a pot in a Goodrich pedal.
It sounds like either there isn't enough turns on the pulley and/or the pulley is not set at the right point on the pot. Loosen the set screw and with the pedal in the fully closed position turn the pot to the point the sound just turns off and then tighten the set screw on the pulley. This should give you more volume.
