Are the patches programmed into the "Session 2000" a carbon copy of the Jeff Newman patches?

No, all of the Session 2000 presets are new for the Session 2000. However, you can load the Profex II, Tubefex or Transtube Fex presets into the Session 2000 and use them as your third bank of presets, but the "ST" preamp controls cannot be programmed into the chain of effects on the Profex II, Tubefex and Transtube Fex.
All of the presets that have been created for the Profex II, Tubefex and Transtube Fex are upward compatable, meaning that you can load them into any of the above Peavey processors that was released after the Profex II. But, you can't necessarily load the Session 2000 presets into a Profex II and expect to add the "ST"(Steel) effect to the chain of effects as the Profex II, Tubefex and Transtube Fex were designed with different architecture. In other words, there is not an "ST" effect built into the Profex II, so that effect parameter cannot be loaded into the unit, nor can you pull it up in the chain of effects.
