What is the Sigler Pedal, what does it do,and how do use it?

I've got it on a GFI S-10. It's a nice way to get some C6th on the E9th neck. It's a lot of changes on one pedal!
I believe Mike Sigler wrote this in a earlier thread, "...works great with the E to Eb lever to make the 7h chords, and also works well with the E to F change. Raise strings 567 all half tone and drop the 9th string (D) string a hole tone to (C) it becomes a C6th tuning from 4th string to 9th string, Now just use the E to Eb lever for the 7th chords and then try using E to F lever.. works pretty well!"

I'm probably the only one that was looking for a Sigler pedal online, thinking it was an f/x pedal!

Wouldn't lowering the Es give you a Cm6 and an Am7b5, not a 7 chord?

Edit- oh, maybe a rootless F9
