I tried to track this same info down after hearing this album a few years ago — it’s phenomenal steel throughout the whole record — and it seems to be Hal Rugg. I’ve attached a picture of the West Plains newspaper from the live recording dates, which shows Hal Rugg in the photos (a Facebook user shared that photo on this post).
