Like Dave said, a volume pedal with an amp that has ample headroom should be all you need. If that doesn't get you there, you might need to work on bar technique. A pedal steel should not need a pedal for sustain.

What type of volume pedal do you now use?
Does it have a string drive?

It is correct to call it a sustain pedal, as it enhances the natural sustain that Richard refers to. (Volume is set on the amp.)
The best is the Telonics, but it's very expensive. Hilton is better value for money. A Goodrich pedal works just fine, but I question the presence of string in the 21st century.

Steeltronics demonstrated a very interesting sustain pedal at the Dallas show 2 years ago. Might want to check with them

Although it’s a different beast, the TC Electronics Infinite Sustainer pedal works for me. New skool. Has ‘latch’ and ‘momentary’ sustain options. Great for ambience

the tc sus would give you an infinite number of "chromatic strings." or six stringers would now have them. like the sustain pedal on piano. sounds great.
