If I were guessing, I would say it is Walter Haynes.

Could be. I think he was the producer for many of Mel's albums on Kapp Records. Whoever it is, he's sensational.

I’m thinking Walter Haynes on the session (may 1969) (also Walter was the producer for kapps)
Statesider steeler at that time was terry bethel. Jim baker was before bethel.

More than likely Lloyd Green.

Pretty sure this is Terry Bethel because it doesn't sound like Jim Baker...Jim Baker played on "Heart Over Mind" Jim has a different tone from Terry.

Mel always tried to use his players in the studio...Lloyd and later Emmons played on his hits until the late 70's...Sometimes Mel would have Terry filling while Lloyd would do the intros and turns.
