How to stop Windows 10 from updating
How can I stop Win 10 from updating every time I boot up or
shut down. After it updates I get all kinds of garbage and
it deletes all my recovery points so I can't go back any,
and it stops some of my programs from working anymore.
Appreciate any ones help.

Short answer: Don't turn your computer on.
No, not trying to be snarky - but one of the changes we saw with Windows 10 is that there's no way to do it, long as it's connected to the internet.
But all the mayhem you describe is not typical Windows 10 behavior - there's something else going on - sounds a lot like malware. But you WANT the updates. Microsoft doesn't write them to break peoples' computers - in today's climate of viruses, malware, etc, it's an ongoing process to update the OS to deal with them, as well as to improve functionality.

Go to the Network settings page and click on "change the connection properties" then throw the slide switch button to "Set as metered connection."
