Special Effect Photo Site ?

Guys, is there a site that's um...approved for "Computer For Dummies" users like myself. That you can do special effects on your jpeg photos? I'm using an older browser, so I doubt very much I have a program on my puter. Anyways, something like this picture right here. Seen several online, and one had fire coming out of the players finger tips. How are they doin that? Anything easy to use?

Paintshop Pro can probably do that effect. I believe that the photo has been made high contrast, then solarized, then colorized on the highlights.
