After having a new hard drive installed and reloading all my programs I am having a serious problem with random freezing of the mouse and keyboard. Two computer "geeks" who are experienced repair people cannot successfully address the situation? Some of the things they have done is disconnecting the backup drive, rebooting in safe mode etc. Nothing seems to help?
Any suggestions here?

Check the Windows Event Log after you reboot following a freeze. The problem may be a software problem or a hardware conflict, or even a defect in your (new) hard drive. The Event Log may reveal a hint.
Also, even though the drive is brand new to you, that doesn't mean that it is 100% perfect. Even a new drive can have bad sectors and drop-outs, due to manufacturing defects.
Why don't you reboot into safe mode and schedule an Error Check (chkdsk) on the next reboot? I have a long-standing web page describing how to access and use Chkdsk.
If your computer is running Windows XP, Vista or 7, follow my instructions on [url=file:///C:/Websites/Wizcrafts.net/ans/rebooting_options.html]rebooting into Safe Mode[/url]. If you are running Windows 8 or newer, follow the instructions on HowToGeek.
You will want to run a complete Error Checking routine, including searching for Bad Sectors. This will take quite a while.
