There's any one of a Dozen Steel players in Texas who it could be....I would guess Herb Remington or Tom Morrell.

Sorry for the late reply! The singer on this track is Don Edwards and the beautiful steel is played by Tom Morrell. It comes from the album "West of Yesterday", one of his best (I think).
