Mainly because you're using two different servers to send resp receive mail.

Why you don't receive mail may be caused of a lot of things.
* Wrong server name
* Wrong user
* Wrong password
* The server is down
...

At the moment we have to little information to suggest a solution.

Have you been able to receive mail before?
Do you get any error message?

Check your "spam" options, if any. Sometimes, people using free web mail providers are offered a junk or spam filter option like only deliver mail from people in my contact list to my inbox. Everything else would be sent to your junk/spam folder. Check that folder to see if this is what's happening.
