When one gets up into the TARA BYTE size drives, do the manufacturers of computers partition them prior to sale?

I heard they did and simply don't know.

No, HD manufacturers do not partition the drives. Nor do they format them with a file system. A computer vendor will partition the drive with a system recovery partition which generally won't be larger than 10GB. It will contain a system image so that you can "revert" your computer back to the original factory settings (whilst losing everything you previously had).
