Sam;
I successfully opened both links in Internet Explorer 9, Firefox 15.x and Google Chrome (current version).
Sending email via your browsers may have to do with security settings. I don't actually "use" Interent Explorer anymore, so I'd be guessing about that. However, since Microsoft owns both Hotmail and Internet Explorer, you'd expect them to work together. Something else is wrong if you can't send links via Hotmail, from your browsers.
The first thing you can do is review all security and privacy settings in Internet Exploder. Also, verify that you have the correct email account settings for Hotmail. If you left anything out Hotmail won't send, or receive, or both.
Your second course of action should be to check file integrity of the OS. Assuming you are running Windows XP or newer, go to Start > Run and type or paste this command: SFC /SCANNOW and press Enter.
You may be prompted to insert your operating system disk into your optical drive. If you know that the OS files are already on your hard drives, locate tham and point the SFC utility box to the correct location. The SFC will extract any files from the said location to replace any corrupted system files.
NOTE: If you have upgraded your service pack from the one on the original CD, DVD, or stored system files, running SFC could possibly roll back all of the system files to the previous service pack. It should complain that a newer service pack is installed before taking such an action.
Third, check your firewall settings to see if outgoing traffic is being blocked in Internet Exlorer. This might have happened if malware or an unwanted extension was caught phoning home. I disable third party extension in Internet Explorer (Internet Options > Advanced...)
Fourth, run a scan for malware or viruses, after updating your anti-malware definitions.
Last, if this is a recent change from the norm, running a System Restore to a previous date may fix the problem.
After running System Restore, always check for Windows Updates as soon as you are logged into your computer. You may restore to a date or time before the last Windows Updates were installed, effectively uninstalling them.
