I would say that Buddy is playing an EMCI or MCI on those shots.

It is definitely not an Emmons guitar. Sure looks like an MCI especially when you can see the fretboard shot.

I´ll think the first clip can be a Desert Rose or a (E)MCI Steelguitar, the second clip is a MCI.

Those videos look kind of old. Were Desert Rose Guitars around that far back? I agree MCI/EMCI
Carter D10 8p/7k, Dekley S10 3p/4k C6 setup, Regal RD40 Dobro (D tuning), Recording King Professional Dobro (G tuning), NV400, NV112, Ibanez Gio guitar, Epiphone SG Special (open G slide and regular G tuning guitar) .

Playing for 55 years and still counting.

I believe that is a brown wood grain EMCI. Same one he played at Dallas one year. They had the square nameplate with EMCI in it. Whatever it is, sure sounds good.

Another vote for (E)MCI based on the fret board. Larry Sasser on lap steel I n the first clip! Compare Buddy's right hand technique to JD's. Both work for them, but pretty different.
