That's Jerry's 7-string C Diatonic tuning. I have this tuning on one of my 8-string guitars, and I was able to copy most of this song within a few minutes. The sounds are right there under the bar... you just need to skip certain strings to play the right chords and licks.
BTW Jerry did an earlier recording of this tune, "Come a Little Closer". I think it's on his HiFi Steel Guitar album. It's a little faster than this version, and features his earlier more raw tone, which I prefer.
