It is a very Lloyd Green-ish version, but I think that it is Buddy Merrill.

Great steel playing whoever it is. The song is "Love of the Common People." Waylon had a country hit on the song in 1967.

Is it Lloyd Green?

Buddy Merrill! I bought this LP back in the day because he was playing an Emmons. Notice the black & white Emmons fretboards - these were made so the frets wouldn't get lost in the stage lighting.

Yes, that is Buddy Merrill. Great musician on guitar and steel. I love to watch all the clips from the old Lawrence Welk shows on YouTube.
