Looks to me like an audio unit that will convert the analog audio to USB so you can record with a computer recording program such as the free Audacity or some other recording program of your choice.
However, if you have a "Line In" on your PC you can do basically the same thing. The Line In is a stereo input that will take the level from a preamp (line out), and do the same thing. If you already have a stereo system with a line out and the PC Line In there is no need to buy a separate interface unit.
