I have a 22GB HD, unpartitioned, with Windows ME on it. I also have D drive 2.8 GB on which I have copied all my programs and files from C:.
I have had problems with ME and want to load 98 2nd Edit back on.
Problem: I can't find a way to format C: to get ME off and do an FDISK to partition the 22 GB to C=3GB and D the remainder. ME will not allow me to load a lower level of Windows.
The boot disk does not have a format.com in the dir. It does have FDISK. It has a program called EXTRACT and another called EDB.CAB , I can tell it to extract EDB.CAB and it shows that the Cabinet contains FORMAT.COM plus other DOS programs but I can't do anything with them. What must I do?

A couple of points:
1. If you fdisk, ME's format is a moot point.
2. The new home user version of windows, XP, is coming out soon. You might want to wait a bit and see how it works out.
3. 98 isn't any more stable than ME over the long haul. If you want a highly stable OS, get Linux or at least W2K. (The caveat is that not all of the programs you want to run will work, particularly some shootem up games)
4. ME has more ways to fix OS problems than 98.
