Mike Sigler (one of my favorites) played pedal steel for Holly for a number of years....not sure if he was with her in 1989

Mr. Mike Cass, When I saw Holly on TNN's New Country, Holly did that song on the show. And it was Mike Cass playing steel on the show.

Can you explain how's that's in the key of C? None of those chord positions seem to correspond to any of the C major or minor chords (yet it's obviously right).

Isn’t there the guitar harmonizing with the steel intro or is it on the outro?

Only the players themselves know for sure, but listening to it with stereo headphones, it does sound like a guitar/steel split harmony on that intro. It comes around again before each chorus.
