You can't cut anything from the Forum, but you can right click to copy, and then paste somewhere.

Maybe you could paste it into a photo editing app like Photoshop or Paint and then save it to your desktop.

I know you can't "cut", from the website, but I tried to "copy and Paste" first Without any sucess.
I don't know too much about photo shop. I just thought it would be cool to have a tone bar on my desktop.

Well, right click on the bar at the top of the page or on the one in Roger's post and save it to your desktop.

Are you trying to make it an icon that you click and it takes you straight to the forum or are you trying to set it as the background pic (wallpaper) on your desktop. Not sure how to make it a clickable icon, but to set it as your wallpaper, just right click it and select "set as desktop background". Should work.
You should also be able to right click and select copy image and paste it anywhere you are permitted to paste a pic (graphics program, word processor, email, etc...)
